With the knowledge and economic development and the cross-integration of society, the interdisciplinary talented person with various ability and multi-skill become more popular in the society. At the same time, university's personnel training standard also gradually tends to "the wide aperture, the thick foundation". As a kind of pattern to raise inter-disciplinary talent and expand the student's knowledge, the minor system became very common in the university. However, the present minor system has many problems in the teacher, the lesson as well as the teaching management. The form is even more important than the connotation. So, how to improve the minor system's quality and advance university personnel training system's reform has become an urgent problem to be solved.As the study's foundation, this paper has done exhaustive literature search to explain the minor system's development, the present situation and the reality question. The Elective system and the credit system, which relate with the minor system, are both introduced from abroad. Therefore, some comparative analysis of horizontal has to be made to provide inspiration and reference. This paper has mainly used many research methods, such as the policy analysis, the questionnaire studies ,the expert consults and interview, and so on; The questionnaire targeted at the students of five Universities in Shanghai: Fudan University, Shanghai Jiao Tong University, East China University of Science and Technology, Donghua University, East China Normal University. They involves in 11 subjects: psychology, finance, legal science, management, public relation, foreign language and so on. The effective sample is 689. It is hoped that some problem of the minor system would be found through the larger number of samples. And the same time, the universal significance of some typical cases may be verified and the research's reliability and validity will be enhanced.On the basis of the internal and foreign literature study and the questionnaire research, the paper reveals the learning attitude of students (the author believes that the students are the main part of teaching activity and also the main part of beneficiaries) and it is the teaching management problems. The result indicated that the student chooses the minor specialty with blindness; the attendance rate is unsatisfactory; the student presents wearily condition for Ongoing classes; the minor specialized is very limited; the curriculum is not very reasonable; the teaching management is quite loose. The author believes the reasons for the above problem are: it is the sole specialized inertia thought under the current university plans causes a lack of supervision to the minor specialized; simultaneously the system of implementation of the security system is not perfect; the minor certificate is unable to obtain the national acknowledgment. Due to this, the last chapter of this paper puts forward some countermeasures and suggestions from the aspect of the policy support and the system reform: to improve the policy of the minor system and to carry it out; to keep synchronization with the credit system reform; to break down the boundary between major and minor; simultaneously to provide effective instruction for the student unifies the undergraduate student tutorial system. I hoped that would provide some valuable ideas for the improvement of the minor system.
