"A university is not evaluated by its high buildings but by its learned masters ", High-level faculty are the most important reliable strength and intelligible protection in the competition among the universities, whose effectiveness has direct impact on the implementation of three strategic missions "the strategy to rejuvenate the country through science and education", "the strategy to invigorate the country through talents" and "the strategy to build an innovation-oriented country", and the core competitiveness of the universities, the regions and the countries. So, how to bulid the high-level faculty of the universities has become an important and urgent task.This study begins from the definition and analysis about both the concept of high-level faculty and its characteristics. Through the historical research on building high-level faculty of the universities in China, the study analyzes the issue in vertical level: with the intervention of the government, and the reflections and efforts of the academic community, the construction of high-level faculty of the universities in China not only has regulations to abide by gradually, but also step to the road of the standardization and systematization bit by bit. What's more, it provides a very valuable historical experience for the current construction of the high-level faculty.Through consultting, sortting, and analyzing large amounts of data and information, the study reveals the severe lack and unreasonable structure of high-level faculty of the universities, explores the causes of the problem from both history and reality. Among them, historical impact mainly due to the management system, the total of high-level faculty and the specialty structure, and in reality it influences the construction of high-level faculty from macro, medium and micro level, which are the concentrated expression of influencing factors.The international comparison of the construction of high-level faculty of universities can provide a broader perspective and a point view for consideration. By systematically comparing and analyzing the construction of high-level faculty in the United States, Japan and India, the study concluds that discussing the teacher appointment system reform thoroughly, broadening the financing channels, reforming the salary system, and perfecting the welfare treatments are the general action and the effictive way of the overseas universities.Finally, after the horizontal and vertical analysis of studies, from history and the international valuable experience, the government should change management, further implement the autonomy of universities and meanwhile, establish and improve relevant laws and regulations, increase the investment and publicity, and optimize high-level faculty's macro-environment; our universities should return to be academic-based, reform the principal selection mechanism, set up high-level human resources planning scientificlly, and improve mechanisms to attract business; high-level faculty should strengthen the spirit of academic, enhance organizational loyalty, and create a shared vision with the university. Only country, universities and high-level faculty which become one, can effectively build our high-level faculty of the universities.
