The resource scarcity is the premise of competition, Higher Education resource scarcity is the premise of fierce competition in Chinese University. High-level faculty, as the most important components of Higher Education resources, has been taken seriously by the government, the society and the university. In the meanwhile, the high-level faculty is the important guarantee for the aim of"the strategy to rejuvenate the country through science and education"and"the strategy to invigorate the country through talents", therefore, formulating the high-level faculty import policy is the need of International competitive challenges, is the intrinsic demand of great-power higher education.From the very beginning, our country has made a series of policies to import oversea students and former Soviet Union experts to establish the higher university development for the People's Republic of China. With the open and reform policy grew up, market economy system brought to China, which existed with planned economy system. The universities have a little decision-making power, and the high-level faculty import policy has developed in the double-track pricing system. After enter into the mass higher education period, we must face the fact that our high-level faculty is insufficient. In this time, the high-level import policy has become mature with the characteristics as diversity and normalization. We still should not ignore the problem which come from the practice, such as, the high-level faculty in domestic is in short supply, is difficult to attract the international top talents, appear vicious competitive situation among the domestic universities.Facing the problem and shortage, we must stand at the universities reality, learning the successful experience of foreign universities high-level faculty import so that we can accelerate the pace of import high-level faculty. First, the university should build a professional team to collect the high-level faculty's information from the world, so that the university can hold the initiative in import high-level talent; Second, university should formulate grading levels to import talents, not only pay attention to the top-level talents; Third, the high-level talent need time to accumulate and grow, so the university need use the developed view to import high-level faculty; Finally, the university should make a perfect hiring system. The university must be established the hiring mechanism, the evaluation mechanism and the elimination mechanism to ensure the high-level faculty play an import role in university's development.
