With the deep-going progress of the admission system reform of colleges and universities, with the ever-expanding admission scale and with the implementation of the fee-collecting system in colleges and universities, the number of destitute college students is on the rise, especially in minority regions. Tuition fee is one of the most important sources of educational funds, and a vital guarantee of the smooth operation of teaching, researching and administration. Nowadays, hot topics in the society are concerning how to help the minority college students get out of their difficult economic situation and smoothly finish their college education; how to develop ethnic education and at the same time raise adequate funds for high education and improve college-running conditions; and how to protect the interests of students and colleges as well and in the mean time guarantee the successful development of the educational reform.This dissertation, based on the theories of dialectical materialism, economics, ethnology and interdisciplinary theories, makes a tentative study on the reasons why minority college students are in arrears and the corresponding resolutions. The target of the study is Inner Mongolia Normal University. The method applied to the study is the combination of empirical analysis and canonical parse. With the ever-expanding admission scale, the number of undergraduates in Inner Mongolia Normal University is over 20,000, and 30% of the students are minority students. The tuition fee and boarding charge per year are over 100 million Yuan. The marked increase in the university income has greatly mitigated the deficiency of operation funds and has provided some financial guarantee for the improvement of the operation condition and the teaching quality. Nonetheless, a serious problem exists in the Inner Mongolia Normal University, that is, a large number of students are in arrears and therefore, the smooth operation of the university financial budget has been restricted to a certain degree.Inner Mongolia Autonomous Region is one of the minority-densely-populated regions in China, and its college students are mainly from Inner Mongolia. The particularity of student sources contributes to the particularity of tuition fee problems in colleges and universities in this region. So far the domestic researches have not touched upon the particularity of the families in rural and pastoral areas, and the tuition problem of Mongolian students. This dissertation, for the first time, studies this problem, analyzes the reasons why some minority college students are in arrears and thereafter presents corresponding resolutions. The factors that contribute to the problem are unbalanced development in minority regions, the government, universities, financial organizations and students themselves. The resolutions presented in the dissertation are to speed up the construction of new rural and pastoral areas and increase the income of the farmers and herdsmen. The government, universities, society and individuals all should offer their own proposals. This proposal is presented for the first time, that is, the government should pay the tuition fee for the minority students in minority regions.
