Research On The Protection Of Minors' Rights And Interests Of Minority Nationality Floating Population

It's 20 years since the Reforming and Opening up both the Process modernize and Process of socialization in our society are growing up, and the frequently floating of people cause a great number of floating population of ethnic minorities which including a considerable number of minors. The minors who have three special identities as floating population , minority nationality and the minor.As floating population , they have great pressures to adjusting the city life. Because of the floating population of the city management and service limitations exist, and it is not establish an effective organization and management mechanism. The minors donot share the same rights in the field as living , education, work, public health and the comminity serves.As the minority nationality, they face the problem of conflicting and amalgamating with other nations. They donot only to break the obstruction of the city's system of household register, but also need to breaking the National Culture, custom and habit, and the language. So , they should be treated equally and respectly.As the minor , they may follow their parents to enter the city , but because of the lack of their parents'level of education and their special identities ,they couldn't receive a good home education and school education. They may also be the rovers who unfinish the compulsory and deletion of home educations. And they may be workers working as children labors.Therefore , the protection of minor's rights and interests is very urgent . As LanZhou is a city of multinational , there is an increase number of nationality floating population from surrounding counties and neighboring provinces and municipalities. The author makes LanZhou as a specimen , focuses on the QiLiHe District which gathers a lot of minority nationality floating population to make a survey . Separately to some middle school's and primary school's students and their parents , students of kindergarten stuff and their parents , and the society officers conducted a sampling survey. In addition the author also conducted interviews to the relevant department staff .According to the analysis from the realistic conditions , points at the protection of Legal rights and interests of the minority nationalities . Putting forward some countermeasures and suggestions in the angle of school , home , society and administration of justice . The author is eager to provide some experiences to the protection of minority nationality minors in LanZhou city .
