With the rapid development of socialist market economy and the deepening reform of higher education, more and more people pay attention to the higher vocational education of China. Especially since the enrollment expansion in 1999, the higher vocational education has developed vigorously with the help of government policy, and the higher vocational colleges and enrollment have increased rapidly in quantity while the professional settings have continued to adjust. However, the expansion of vocational teachers has lagged behind its demand. Among the various programs to alleviate this contradiction, employing part-time teachers from the society became the best solution to the teacher shortage for the higher vocational colleges, mainly due to the low-cost of external teachers. However, for many reasons, several problems have been emerged during teaching, which cause the increase of the contradiction between "teaching" and "learning", and the decrease of the teaching quality. The teaching result of higher vocational colleges is seriously affected because of the above problems.This study takes Chengdu higher vocational colleges as an example. Firstly, based on the field research, this paper summarizes the specific problems of the external teachers and the weaknesses of the higher vocational colleges; Then it discusses the causes of these problems and finds out the essential reasons; Finally, it puts forward the countermeasures, suggestions and practical way to operate, that is, to establish and improve the following four mechanisms: the access, evaluation, incentive and restraint, training with the improvement of the rules and regulations. This study aims to arouse the attentions from the leaders of the higher vocational colleges, government departments and relevant personnel to the management of external teachers, and provide a reference to an effective management of the external teachers, in order to promote the relative stability of the external faculty and ensure the object of higher vocational education which is to cultivate qualified application-oriented personnel.
