A Study On The Operating Mechanism Of Private Universities For The Board Of Trustees In The United States

The Board of Trustees system in the United States is the most characteristic of private higher education system of governance. Many researchers pointed that one of the reasons of private higher education in the United States was able to achieve such a brilliant achievement, was that it introduced the Board of Trustees System of Governance from outside. It is also a model for many countries, like our country. But our understanding and study on the theory of this area is obviously deeper and richer than the research on the practice. So, I look forward to using systemic analysis tools to study the Operating Mechanism of Private Universities Board of Trustees in the United States in depth. Moreover, it can identify all kinds of reform measures related to this research area and provide a practical view to us. This paper is divided into six chapters, which are summarized as follows:Chapter I,"Introduction", mainly reviews the studies about Private Universities for the Board of Trustees in the United States at home and abroad; presents the research methods used in this paper; defines some key words. Chapter II,"The overview of Private Universities for the Board of Trustees in the United States", It is not only to describe the history, types, organizational structure and functions, but also analysis reasons for these formation. Chapter III are the definition and main contents about the Operating Mechanism of Private Universities for the Board of Trustees in the United States, focus on the use of Systems Science "Three Principles" to expatiate the content, subjective and objective elements, the six sub-mechanisms. Chapter IV introduces the implementation from two point of views, one is the running system, and the other one is the operating system. And also this chapter shows the Operating Model Structure Diagram, and in conjunction with the Operating model for the Board of Trustees of Yale University to made analysis of the cases. Chapter V was the evaluation study on the Operating Mechanism of Private Universities for the Board of Trustees in the United States, Mainly about its achievements and shortcomings. Chapter VI studies on an inspiration for the Operating Mechanism of Minban Universities for the Board of Trustees in China. First of all, according to the historical documents and related interviews about Private Universities for the Board of Trustees in china, I find out the existence problem on the current, and then combine it with the above five chapters'comprehensive research to present the enlightenment. In a conclusion, I summarize the characteristics of the Operating Mechanism of Private Universities for the Board of Trustees in the United States from the angle of its content and then I figure out some points we should pay attention to in the enlightenment.
