For Private Colleges Board, Relations With The Principal Study

The internal management system in private colleges is not only related to the colleges' survival and development, and also to the teachers, students and other groups' interest. The Board of Trustees(BOT) and principals are main investors and managers in private colleges, their relations even determine colleges' development direction, we must rationalize the relationship.This paper uses research methods of literature, interviews, text analysis to study the BOT and principals' relations, and we found that: many BOTs have not yet become the decision-making agencies required by "Private Education Promoting Law"; the reasonable degree and normative level of the BOT's organizational structure need to be improved; the forms of leadership and management are diverse, but the BOT and principals' rights and obligations are imbalanced, their decision-making activities are lack of science and democracy. Research shows that: the main factors which impact the BOT and principals' relationship are the school property ownership, legal culture and other traditional culture, the principal and directors' personal qualities. Those Who own the property rights have the decision-making power; the legal culture and other traditional culture impact their decentralization and cooperation; the personal qualities have impaction on the investor's empower and the manager's initiative of fighting for the rights.Through research, policy recommendations proposed by this paper are as follows: First, attaching importance to construction and operation of the BOT, regulating the BOT's organizational structure and operation by legal. Second, continue to improve the system of principals responsible led by BOT, while exploring a variety of management structures and forms, including the system of principals responsible guided by BOT; family-style management is a reasonable and realistic, the mixed managements based on family-style management should be allowed and strengthening their regulations and guidance. Third, encourage selecting and introducing vocational principals by competitive selection, to improve the administrators' quality, enhancing private colleges' management and operational efficiency. Fourth, learning from foreign experiences, implementing the classified regulation of profit-making and non-profit private colleges, so that investors can rationally invest into education. In particular, it is necessary to strengthen the regulation of profit-making colleges, in order to reach a right balance between education's public welfare and colleges' economic benefits.
