University is an academic organization which is constructed on the basis of discipline. Discipline construction is the core competence of universities. Universities can not develop without a reasonable layout of discipline. The Adjustment Direction and development of the discipline layout is under the guidance of cultivating talents and serving society, which are at the same time served by it. Although it is necessary to consider various aspects of influence to determine the evaluation of discipline construction, the principle of cultivating talents and serving society is unchangeable.Compared with advanced universities, the science research in local institutes is weak. Meanwhile, local colleges need to give more consideration to the regional economy in cultivating talents and serving society, and adjust the structure of their discipline actively. Only in this way can the local colleges serve the regional economy and social development better.The adjustment of the discipline structure in Hunan undergraduate universities should take account into the characteristics and trend of provincial economic in Hunan. On the macro level, local universities should not only strengthen the guidance of policy and make the plan of regional demanding talents, but also make full use of the adjustment of the marketing requirement. On the micro level, local universities should pay attention to remaining the advanced characteristic subject, make a discipline structure which is consistent with the regional economy, the industrial structure layout and the future regulative direction. Considering the characteristics of discipline structure in Hunan undergraduate universities, the main strategy toward subject structure adjustment is the following: Firstly, set limit points for professional disciplines and control the number of saturated professional;Secondly, establish discipline specialty of local characteristic and build compulsory protection system for characteristic discipline;Thirdly,formulate the catalogue of local-shortage professional disciplines and give priority to development for need discipline,and establish professional disciplines adjustment mechanism of government-guided and university autonomy;Fourthly, establish professional disciplines adaptation mechanism to meet the market demand;Fifthly,protect and encourage the development of dominant discipline, and optimize the allocation of resources in higher education.
