While the relationship between education and society, politics, economic and culture became more and more closed, the education has already approved to be the profession which is important to the national economy; While the fast development of social economy and the improvement of the people's lives level, the demands that the general populations want their children to receive the high-quality education equally become more and more strong, and the problem about compulsory education also becomes the focal point which the government and the people pays more attention on, so the way promoting balanced development on compulsory education turned to be the essential means which could be use to realize social justice .But ,because of some natural, history, and systemic reasons, the difference in the development of compulsory education development still exists. The article reveals that the characteristic and essence of the differences could only opened up by the analysis of the differences, and the corresponding strategies to control the differences would be got then. As the matter of the fact, the absolute balance does not exist, and the balance we will get is relative. But we can make the difference controlled in a scope. That is the starting point of this article.The article takes the development level and investment of compulsory education as the clue to analyses the provincial difference and the difference between city and countryside by the indexes of teachers' educational background, the outlay of per student, the ratio of teachers to students, the percentage of entering the higher grade and so on .after analyzing the present situation of the compulsory education, the article analyze systematically the reasons of regional differences of compulsory education. The article has analyzed the present situation and the reason why compulsory education develops unbalanced. After that, it continues to discuss the two main factors that imbalanced the regional differences of compulsory education, which are the difference of economy and the difference between city and countryside. On the way of analyzing the influence that the unbalanced development of economy put on the compulsory education, the article uses Pearson correlation, and obtained a correlation coefficient of 0.9759 between the education investment and the total quantity of GDP. To reveal the changes of differences on compulsory education between city and countryside, the article deal with the time series data and analyze the influences that dual structure of city and countryside is put in the compulsory education. On the foundation of the above analysis, the article attempts to propose some essential advices and measures to get the balanced developments of compulsory education in china and to realize the growing demand for high-quality education resources in the aspects of financial policy and economic system and so on.In order to make the discussion more universal and applied, the article uses the analysis method of demonstration to discuss the problem in broader latitude.
