In May 2006, the Ministry of Education, the Ministry of Finance, the Ministry of Personnel, and Central Office jointly put out"the inform on the implementation of rural compulsory education school teachers for the ad hoc posts plan". From 2006, this plan is set up special funds by the Central Ministry of Finance with 5 years for the implementation of school teachers ad hoc posts plan in rural compulsory education stage, in order to recruit openly college graduates to the western region, the"two basics", i.e. county poverty or below poverty in rural county schools working as teachers, and to guide and encourage college graduates to engage in the work of the rural compulsory education, to innovate supplementary mechanism of school teachers in the rural, and to gradually resolve the lack problem of total rural school teachers and the irrational structure problems, so as to improve the overall quality of the rural teachers and promote the balanced development of compulsory education.Totally, the plan has been carried out smoothly in Gansu province since 2006. The college graduates actively applied the recruitment of ad hoc post of teachers, hence, a total of 4200 teachers in rural schools in compulsory education stage recruited ad hoc posts in the 42 counties (cities, districts), engaged in the work of education and teaching over the past three years. For instance, Kangle County as a part of Gansu Province, there were 91 ad hoc post teachers recruited in rural schools in compulsory education stage over the two years. They went to the eight primary and secondary schools throughout the county to engage in education.This paper would take Kangle County as an example, and the objective is the participants for the ad hoc posts in rural school teachers plan in the compulsory education stage. This research would study the ad post teachers'status of working and living, to explore the problems of the ad post teachers'working and living. Finally address the recommendations and views of the ad hoc post teachers working and living status, and put forward to solve the problems in a targeted manner. Specifically, this paper is consisting of three chapters:Part I: Introduction. On the one hand, ask question. On the other hand, this part is a general introduction of background information covering the research rationale and relevant policies, then outlines the research questions based on the relevant researches; and also gives a brief synthesis study of the related notions.Part II: This is the core part of this paper. To point out the necessary of the implementation of ad hoc post teachers plan in rural areas in the compulsory education stage based on the current situations. The research collected and analyzed data through the questionnaire, and studied the integrated status of ad hoc post teachers in rural area schools in the compulsory education stage via the interview, from the academic structure, sex structure, age structure, the subject structure. Besides, the study also concerned the ad hoc post teachers'real working and living status from the perspective of the degree of work satisfaction, the amount of work, the motivation of work and the living conditions, etc.Part III: Results and discussions this paper. This part analysis the current situations of the ad hoc post teachers'status of working and living, to explore the problem of the ad hoc post teachers'working and living in rural areas in the compulsory education stage. Then, this part addresses the recommendations and views of the ad hoc post teachers'working and living status, and finally put forward effective proposals to solve the problems in a targeted manner.At last, it's the part of conclusion. This part draws the conclusion and points out the limitations of this paper.
