Since the reform and opening up, China has been sustained rapid economic development which produced needs of senior professionals. Therefore, in May 1999, the CPC Central Committee and State Council decided to expand the quantity of higher education according to the strategy of invigorating the country through science and education. At the same time, along with a large-scale adjustment of industrial structure, the employments of university graduates were smoothly incorporated into the mechanism of market, that is, from the past "Tongzhaotongfen" to two-way choice, making university students having more rights to choose their own jobs. So the market provides vast opportunities for university graduates to realize their life values, but the pressure of population and the particularity of resources structure accelerate the unprecedented challenges for the employment of college students during modernization. Along with the gradual increase of college graduates and the decline of employment of graduates, more and more students can't find jobs each year. Therefore, how to guide the employment of university graduates becomes the priority of routine management work of the local governments.In recent years, the western regions have implemented the "two bases" and the "National Project of Compulsory Education in Poor Areas" and other major projects, which have greatly improved the conditions of rural compulsory education. But the "software"-rural compulsory education teachers-can't keep pace with the current rural compulsory education, such as insufficient quantity, inappropriate structure, low quality and instability, which prevent from the development of rural compulsory education. Therefore, under the background of the employment pressure of university graduates and the scarcity of rural teachers, China began to implement the "Rural teachers in compulsory schools Kong Special Ad Hoc Post Plan" (hereinafter referred to "Special Post Plan") in 2006. With the better effect of the implementation, the scheme had been further extended in 2009. Although the implementation of "Special Post Plan" has mitigated the shortage of rural compulsory education, there have emerged many problems in this process, for example, the gap between the original intention of "Special Post Plan" and the candidates' motivation, the implementation of salary, the improvement of the living environment of these teachers."Special Post Plan" has attracted the attention of academia. Many researchers have discussed the construction of rural compulsory education under the effect of "special-post teachers" from their discipline perspective, and propose a number of targeted measures and suggestions. But the demographic contributions for "Special Post Plan" is little, therefore, the author firstly researches the living conditions of "special-post teachers "from the demographic perspective, and then perceives the existing issues of "Special Post Plan" in order to find out the origin. This paper sets Linquan country in Anhui province as the location of survey, and puts "special-post teachers "as the respondents, then acquaint with the living conditions of "special-post teachers" according to investigation. After that, the author uses demographic quantitative research methods in search of origins. Concretely, this paper is divided into five parts:Partâ… :Firstly, the author analyses the dual background of the "Special Post Plan". Secondly, the author expounds the relative concepts, research methods and the idea of study.Partâ…¡:The author introduces the human environment and the social-economic development of the research location from three categories, that is, the survey of Linquan county, Linquan compulsory education and social-economic development of this area.Partâ…¢:The author describes the relationship between "special-post teachers" and the rural compulsory education, and further emphasizes the importance of living conditions of the "special-post teachers".Partâ…£:On the basis of questionnaire, the author analyses the living conditions of for analysis from three categories, namely, basic information of "special-post teachers ", direct problems related to "special-post teachers ", and indirect problems related to "special-post teachers ". Through the analysis of questionnaire, most of "special-post teachers" choose this occupation because of the pressure of employment and the stability of salary, but some "special-post teachers" don't satisfy the current living conditions or become confused with the future.Partâ…¤:Based on the analysis of questionnaire, the author suggests local government further improving the quality of enrollment, strengthening human concern and meliorating the living conditions in order to retain "special-post teachers".
