From the perspective of the demand side, the rural western areas demand teachers, but they could not obtain the suffcient teachers resourcs. From the perspective of the supply side, on the one hand normal undergraduates would not work in rural, on the other hand the normal undergraduates want to work in rural, but they could not have these jobs, and they left the rural after they worked there sometimes.Partâ…¤, Countermeasures and suggestion. From the perspective of the demand side, the Government should increase the input of educational expenditure, and stress the duty of government. They should also expand the appointing rights of rural primary and secondary schools and deepen the reform of the personnel system and adjust the unbalanced prorate standard of teachers to students of primary and secondary schools between city and countryside. Furthermore Government should set up some safeguard mechanism in countryside which encourage normal undergraduates to work in rural. From the perspective of the supply side, the universities should actively promote the preferential policies of the employment and foster some excellent teachers which are suited to the needs of primary and secondary schools in rural, and strengthen the normal undergraduates'practice in rural in order to increase the normal undergraduates'ability to adapt to rural. Besides, university should help the undergraduates to make a professional planning as soon as possible. At the same time, the normal undergraduates should strengthen the consciousness of responsibility and transform their concepts, they should also seize opportunities, improve quality, orientate accurately, and enhance their own competitiveness simultaneously.
