National school-running behavior is a kind of government behavior, so in research into its anomie the first considered subject is the government. Since 1980s, the national educational systems in the world are all influenced by market power in different degree. The historical process undoubtedly puts the government in the teeth of the storm. The transformation of educational governance forms is imperative. The research takes"the undersupply of validity educational institution"as a basic assumption and mainly uses the methods of literature summary and comparative historical method. The thesis includes four parts:Part I: introduction. The part mainly deals with research background, research significance, core concepts, research methods, innovative points and basic framework of thesis.Part II: reviewing the history of Chinese national school-running since 1949 . The history of Chinese national school-running since 1949 is divided into two periods: national school-running in Planned Economy Age and national school-running in the Society Transition Age. The part is the foundation of the following discussion.Part III: institutional analysis on the anomie of national school-running behavior. The part is the body of the thesis and is divided into four sections. The first section is about the role-definition of government. All-round role-definition of government will lead to the occurrence of government failure phenomenon. The second section is about the relationship between the government and schools. Based on the brief reviewing of Chinese government-school relationship, the section summarizes its institutional characters and institutional defects. The third section is about market involvement. The basic point is that market is not everything, and can lead to some problems, such as the enlargement of different schools'gap. The last section is about society involvement. The section discusses civic society in the first, and chooses education intermediary organizations as analyzing start point. As China has a poor social foundation, education intermediary organizations cannot play a buffer role.Part IV: the cure for the anomie of national school-running behavior. The part is also the body of the thesis and is divided into four sections. The first section is about the "return "of government role. How to define government role exactly is the top problem."Being small but strong"government role is our expectation and core responsibility of the government should be to set rules and to protect orders. The second section is about building government-school relationship reasonably. Absolute school autonomy is not existed, so it is necessary and feasible for the government to run schools. The key is to build government-school relationship reasonably. The third section is about building government-market relationship reasonably. There are two ways for it: market- orientation and government- orientation. Our opinion is to support"each doing what he thinks is right", but to oppose"complete independence"; to support both harmonizing, but to oppose mutually disputing. The last section is about building government-society relationship reasonably. Society- dying-out opinion or nation-dying-out opinion, extreme opinions are not accepted and they should keep balance.
