Commnuity Governance Mode Choice And Perfecting The Commnuity Management Countermeasures Of ChengGuanQu In Lhasa

With the social transformation of China, various social problems are emerging : population has increased dramatically, social economic changes, organizational form increasingly complex, the new class structure formed gradually,concept and behavior style increasingly diversified, the employment pressure and the burden on social security,floating population increase, etc,community becomes an important field of bearing and resolve various social contradictions. In order to deal with these changes to the urban basic problem, China in the late 1990s wide awake the urban community construction. It emphasizes participation and cooperation, interactive and sharing of the spirit,this is the "management theory" in the practice application level.In this research, the Tibet in the community ChengGuanQu as an example. In view of the theory of "management",using the empirical research materials , describes the ChengGuanQu in community governance responsibilities and mutual multiple subject , find management present situation and the existence of some problems,then according to the actual ChengGuanQu Lhasa community, discusses the current community governance mode selection and improvement.This research mainly consists of three parts besides introduction:The first chapter introduces "Management theory", and defines the basic connotation of community governance.Chapter 2 is the key part of the study, divided into four. The first section expounds that the basic situation of ChengGuanQu Lhasa community. The second quarter is the description of each community governance multi-agent accrual. In the third quarter, to describe the relationship between multiple subject community. Fourth, puts forward problems some of the problems that exist.The third chapter, based on an analysis of the present situation of ChengGuanQu community, I draw a conclusion that Government domination mode is the choice of ChengGuanQu governance. And in view of the current problems existing in the community governance, put forward concrete suggestions and countermeasures , including : to strengthen the government's macro guidance in community governance; sound and perfect the community management and the mechanism of autonomy;to cultivate social intermediary organizations;display the party at the grass-roots level; educate citizens to participate in social.
