The Research On The Model Of Community Governance In "Government Leading"

The main body of the community governance begins to develop to a multi-dimensional phase with the development of the socialist market economy as well as China' s reform and opening to the outside world. Community governance is one of the most important research areas in public management. Thus how to put the community governance into effect by discarding the outdated and introducing the new and how to set up the mechanism of community governance on the basis of the interaction between the government and the communities are both of theoretical and practical significance to the construction and the development of the communities.The weakening function of the Unit system in China and the development of the citizen society have altered the relationship between the government and the society. The relationship has been confronted with the historical turn from the vertical control to the horizontal interaction. The third section inside the community develops quickly and very big progress is achieved in community participation. Accordingly, the citizen society begins to develop. But there also exist some new problems such as ineffectiveness of the community, too much involvement of the government in community management, which causes the government' s ineffectiveness the dependence of the community.The changes of our country in social function and mechanism at present stage decide that the model of "government leading" should be applied to China' s community governance. In Chapter Two, the situation of community governance in China at present stage is assessed. In Chapter Three, basis and roads of this model that should be set up is presented. This chapter consists of six components. Firstly, the reasons of this model that should be set up are presented.
