With the arrival of the era of the knowledge-based economy, people are increasingly becoming the critical factors to organize and realize their own strategic goals. The development, utilization and management of human resources have become not only the decisive factors of economic growth, but also the most important strategic resources of the development of national economy and society. With the reforming of our personnel system, the traditional performance appraisal system for university teachers has become unfit for the management and operation mechanisms of modern science, technology and education. To establish and perfect the performance appraisal system for university teachers is the crucial task in the development and management of the human resources in a university. This paper introduces all kinds of theories on the project management and performance appraisal to establish a performance appraisal system as a college project, focusing on the establishment of evaluation system in the process of project planning, schedule management and risk management. Meanwhile, the paper comprehensively studies and analyzes the implementation of performance appraisal program, revealing the existing problems and putting forward the corresponding strategies of improvement so as to make the appraisal of the university teachers more standardized, organized and scientific. The paper attempts to bring up a new method of evaluating the university teachers and has certain practical significance.
