Along with arrival of the 21st century, the whole world is undergoing the profound and radical changes. Economic globalization and political multi-polarization is the irreversible characteristic of the new era. After 30 years of reform and rapid development, china is in the critical stage of the comprehensive transition and development. Diversity and complication appears on Chinese people's thoughts, which make college student's education about ideology and polities face the tough challenges. In new times, it is a serious topic to lead college students set the correct concept on the world, the value and the life through the college ideological and political theory education. This article complied with the time development, insisted on the guide of the important ideas from the Marxism-Leninism, the Mao Zedong Thoughts, Deng Xiaoping Theory, the"The three Represents"and Scientific outlook on development, and thoroughly discussed and researched the teaching effectiveness of college ideological and political theory courses.The paper mainly used the research methods through literature materials, social investigation observation and the comparison study. The author fully used the library collections literature material, the Internet, and the different kinds of reportage, statistical data, research papers and the publications, which laid a theoretic base for the later research in this article. The theories must be contacted with practice. In order to get the first hand information, the author surveyed the situation about ideological and political theory teaching in the five universities of Xi'an university of science and technology, Xi'an University of Technology, Xi'an College of Arts and Science and so on .At the same time, the author interviewed many teachers, students and other related people to explore the topic extensively. Confronting the current situation, this article explored the reasons of the problems and some methods to enhance the teaching effectiveness of college ideological and political theory courses. Based on the analysis and the research, this article stated the basis of philosophy, theory, and the reality, and described the definition of the teaching effectiveness and standards of college ideological and political theory courses. The paper focused on the objective environment, university management, teaching objects to explore the reasons of weakening the effectiveness of the ideological and political theory courses and claimed the improvement measures on the five aspects. After in-depth study of this topic, the article finally proposed the new angle to exert emotional effects to ensure the implementation of the all methods and enhance the teaching effectiveness of the ideological and political theory courses.
