The Investigations Of Status And Countermeasures On Key Disciplines Construction Of The Universities In Gansu Province

Key disciplines can be served as important training format for knowledge innovation, technology innovation and theoretical innovation, as well as the major media for training and attracting high-level innovative talents, the integrated platform for universities to talents training, scientific research and social service, the representation for university's comprehensive capacity. Building up key disciplines is placed on the core position in university's development all the time. To enhance the key disciplines construction is an important measure to improve the educational quality and exalt the core comprehensive competitiveness, which has become the common recognition. In recent years, key disciplines construction has been placed importance coming from governmental departments, presidents of universities to the front line teachers. Under the circumstances, how can the Gansu government improve the effectiveness for building up the provincial key disciplines has become the urgent strategic task on agenda.This paper consists of four components, in the first part, the present study elucidated the reasons for choosing this research topic from universities'important role in contributing to the university itself and socioeconomic development; problems lie in how the state emphasis on the key discipline construction and the Gansu provincial key disciplines; the author also clarified the research perspective, and brief the methodology adopted in the research.In the second part, the author defined the two basic conceptions: disciplines and key disciplines, and stated the connotation of the key discipline construction as well as the difference between the key discipline construction and discipline construction, then discussed the significance the key discipline carried in university and socioeconomic development from the aspects such as the major base for backup talents in human resource competition nation wide and beyond; battle field for undertaking and solving major problems in national level and within the industry; source for knowledge innovation and practice innovation; major platform for university to function its role in social service and the reflection for the comprehensive strengths of the university.In the third part, the author started from the progress of key disciplines construction in Gansu province, describe the different phases of the construction of provincial key disciplines, and affirmed achievements have made in the past years, found out the extant problems in the provincial key disciplines construction: guidelines are not very clear, lacking in planning at top level, causing the unscientific distribution and structure of the key disciplines; insufficient funding in construction of key disciplines also constrained the overall development and improvement of disciplines; macro management and operational system of key disciplines need to be improved, which also led to the inefficiency of disciplines construction.In the fourth part, the author put forward the scientific measures based on the third part: comprehensively understand the strategic implications for key disciplines construction, put it into action; identify the guiding thoughts and objectives for key disciplines construction, well designed the development plan for the key disciplines construction; adjust structure of disciplines, improve the distribution of disciplines, and forming the appropriate comprehensive system for key disciplines construction. Add more funds, establish the multi channel funding system, regulate the funds management, and make better use of the funds; regulate the management of key disciplines construction and improve its efficiency.
