Educational supervision is one off the important parts in modern educational administration management. It constitutes the essential content of educational administration together with education policy and education execution. As the government’s administrative supervision on education by law, educational supervision is the inspection, supervision, guidance, assessment and suggestion on educational work. Educational supervision guarantees the quality of education and guides the developing direction of it. It also plays the role of a guardian in the reform and development of basic education.Since the restoration and reconstruction of educational supervision system in our country,the educational supervision work of China has been reinforced and improved constantly. As a result, it promotes the reform and development of basic education effectively. The supervision work calls for professional knowledge and skills as well as devotion spirit and professional ethics for the part of the educational supervision personnel who play the key role in this work.The quality of educational supervision team is directly related to the effectiveness of supervisory work. With the development of educational reform, the expansion of supervisory scope and the enrichment of supervisory content, the object of supervision is becoming more diversified. Due to its specialization and complexity,the educational supervisory work has become increasingly demanding for the supervisory personnel. Therefore, it is inevitable to build up a professional team to perform the educational supervision so as to improve the efficiency of the supervisory work.In recent years, the educational supervision work in Huanggang plays an active role in promoting the educational reform and development of this area. It has made great achievement and a good momentum of development under the correct leadership of the party committees and governments at all levels.The findings of questionnaire,investigation and interview conducted with full-time or part-time educational inspectors, school leaders and teachers reveal that the educational supervision work in Huanggang has mainly made four achievements: the expanding of supervision team,the improvement of institution, the deepening of supervisory work and the extension of supervisory value. These achievements have laid a solid foundation and accumulated rich experience for the educational supervision team construction inHuanggang. However, there are also some problems and deficiencies as follows:nonstandard supervision personnel selection, defective qualification authentication system, unreasonable personnel structure, unqualified personnel quality, faulty personnel training mechanism and poor training result, nonstandard supervisory working procedure with serious formulism, low payment for supervisory personnel with poor implementation, and poor assessment and motivation mechanism that leads to insufficient working enthusiasm.The analysis on the causes of the above problems from the government, schools and education supervisors reveals that the educational supervision team construction should be based on the reality of educational development in Huanggang while drawing on the experience at home and abroad. We should investigate the reasons for the problems and seek for solutions. With this insight, this article puts forward some feasible countermeasures: we should raise our awareness and strengthen publicity. Independent educational supervision institutions should be built up and the management system of supervisory personnel should be improved. Meanwhile, a sound personnel training mechanism should be developed and more effort should be given to the guarantee system so as to build up an educational supervision team which has a reasonable structure and adapts to the development and reform of Huanggang education.
