The work of teachers'professional evaluation has begun since 1978 in our country. In September, 1983, our country stopped the evaluation work and began to neaten it. The work of teachers'professional valuation reformation in the Shenyang educational system began in 1987. Renewing of the system of teachers title evaluation is an important act by our country to improve the social position and politic and financial treatment of the majority of clerisy. Through scientific evaluation, it increases the rapid growth of teachers, and also help everyone to make great contribution to their careers.Titles amid duties of teachers appointed to be in work are related to the vital interests of the majority of teachers, so all teachers have aroused the wide-ranging and urgent attention. Therefore, the understanding of the present status quo has an important guiding significance to the further development of the teacher evaluation. Based on a questionnaire survey and interviews among five District of Shenyang city of some junior and provincial, city-level key high schools, the results show that there are still many problems in Shenyang City secondary school teachers'evolution such as widespread delays, title teacher evaluation and teacher education out of touch, targets and seniority becoming the main factor of promotion of teacher, the burnout phenomenon after promotion of teachers in particular senior positions and so on. These problems make many teachers regardless of succeeding or not are dissatisfied with the assessment and as a result affect the staff's work enthusiasm. Some individual teachers even take some improper measures and seriously affect the initiative and fairness of the assessment.So combined with the actual situation in the education system in our city and referring to the experience of the work of teachers'professional evaluation at home and abroad, in this paper we appeal to the government to take some measures : first, the government should improve the treatment of the teachers and ease the stress of assessment; second, we should separate the assessment and appointment and meanwhile solve the problem of delay of the assessment; third, we should insist on combining the further teacher education and the assessment; fourth; we should improve the system of assessment . I hope these practical measures can help to improve the work of the assessment and then improve the enthusiasm and creativity of the teachers.
