The science and technology quality (STQ), a yardstick to measure the comprehensive capacity of citizens and even the whole country, can both promote the national economic development by enhancing the integral standard of all citizens, and practice the scientific view of development, which is a mission in the new era. Meanwhile, establishing a certain primary assessment system of the STQ also provides a guideline and criterion to improve this quality.Juvenile is the main force for the development of our country. Therefore, one of the most emergency tasks at present is to heighten the STQ of them by enhancing the STQ of teachers in secondary school as a major platform for elementary education. This paper will try to define the basic contents and elements of the STQ for secondary school teachers by means of investigating the STQ of science teachers(scientific and technological knowledge,scientific methods,values of science and technology,Practice ability of science and technology), then establish relevant evaluation system and conduct a small testing specification. These works can contribute to the current STQ research in order to heighten the STQ of adolescents and set up complete training system for teachers.
