The human being is striding into a new century, which is symbolized by information technology and the advanced technology competition is the core of this century. The knowledge became the main resource;The development of the human capital and the ways of business operation begin to attract the human being's wide attention; the traditional administrative mechanism meets the great challenge. At this time, the human being begins to realize the importance of the science and technology. Just as Gerard Foure said, Scientists, economists and technology experts all think unless all the human being pays attention to the scientific inventions, the economy of developed counties will be easy to get into trouble, meanwhile, the economy of the developing countries is difficult to rise rapidly. So, whether the science education is good or not concerns the fate of a country and a people. Not difficult to see, the Chinese science education is not satisfactory in truth, the training of creative talents must develop the career of science and technology education.The close attention to the quality of science and technology education is the necessity of science and technology education developing into deep. And the aim of establishing the statistical evaluation system of science and technology education is to realize the supervision and micro-control. Try to make it conform to the need of social development, scientific progress and the human's development. The perfect statistical evaluation system of science and technology education is very instructive to adjust the educational mechanism; raise the quality of science education; improve the benefits of running school and develop the career of science and technology. The main keynote of the thesis is to establish the theoretical base for the statistical evaluation system of science and technology education in our country. First, we study the essence of science and technology, and get some factors which are concerned with the science education. Then, from these factors; we analyze the basic principles which we should obey in the evaluation of science education. At last, we use these principles to weigh up the reality of our existing evaluation system. At the same time, I put forward some constructive suggestions to solve the problems.My thesis is made up of three parts. The first part is introduction and it drew forth the urgency, possibility and importance of statistical evaluation system of science and technology education as well as the aim of studying the basic theory. The second part is the key part and it is divided into three chapters. The first chapter is the inner theoretical foundation of statistical evaluation of science and technology education. The study is through four aspects: the prerequisite, the essence, the base and the motive force. The second chapter is concerned with the basic principles of science and technology evaluation targets.
