With boom of web-based instruction in China, Researchers and instructional designers becomes common concern about how to use appropriate learning theory to develop high-quality on-line courses. This paper, taking situated cognition theory as a guide, learning from RogerC.Schank's goal-based scenarios theory, studies on insructional design of online courses. This design model give prominence to the importance of skill learning, and emphasis that mission is the best mode to complete the skills. This paper discusses and establishes the scenario based online learning environment, studies the web-based instructional design model under this environment and elaborates the application and evaluation of this model emphatically.This paper first analyzes the research background, the research current situation, research thought, research purposes and meaning of this study, giving a clearer framework of the thesis. Then it analyzes the theoretical basis for scenario based online course,presents in details the meaning of situated cognition theory, as well as goal-based scenarios instructional design, and based on this thought of instructional design , this paper designs the model of scenario based online courses'instructional design. Finally under this instructional design model, combined with normal students'practical skills training course, this paper designs to make full use of scenario simulation ideas, created an example of scenario based online course, through trial, evaluate and think out the instructional design model, this paper presents summary and outlook.
