The 69th item of Vocational Education Law of The People's Republic of China says: "The State implements vocational education and adult education systems. All levels of governments,the relevant administrative departments,enterprises and institutions should take measures to develop and protect the citizens to receive vocational schooling or vocational training of various forms. The state encourages the development of adult education of various forms to enable citizens to receive political, economic, cultural, scientific, technical, business education and lifelong education of appropriate forms. The third item of Vocational Education Law of The People's Republic of China also stresses:"Vocational education is an important part of education ,which promotes the economic and social development. The nation develops vocational education, promotes its reform, improves vocational education quality, and establish systems of vocational education to adopt socialist market economy and social progress". In the 17th National Congress of Communist Party of China,"priority to the development of education"and"building great power of human resources"are integrated closely and further highlights the special role of vocational education. In the annual conference of vocational and adults education, and recruiting students of vocational education in 2008, Minister of Education,Zhou Ji says that accelerating the development of secondary vocational education is a strategic breakthrough in the development of education. Obviously, the role of vocational education, especially secondary vocational education in the socio-economic development will become increasingly important. However, in the process of development, there also exists a series of problems and defects, such as drop-out of secondary vocational school, which is a very prominent problem. Drop-out of Vocational school breaks the myths of the brilliant development of vocational education. As is known to all, the development of students is the starting point and destination points in all education reform and development. If the students dropped out of school, they would lose the basic education rights. How can the students develop? Drop-out of Secondary vocational school is troublesome. Therefore, how to reduce the rate of drop-out of secondary vocational schools is urgent. So the investigation, analysis and research about the problem are important to theory and practice.Basing the investigate of drop-out of Chang Xing vocational school, this paper analyzes the main reasons why students drop out of school, and puts forward some measures to reduce the rate of drop-out in secondary vocational schools. Chapter I is Introduction. The introduction presents the problem, the significance of research, the study purpose, the methods of the study, the content of the study, and the basic concepts which have defined. Chapter II gives the status of the school drop-outs in a secondary vocational school. Chapter III states the causes of drop-out from students, schools and social aspects. The individuals'aspects include a weak foundation of learning, bad habits of study, poor self-discipline, bad attention in classroom, etc. The schools'aspects include poor conditions of schooling, unreasonable curriculum, teaching content and divorcing from the needs of students, obsolete methods of teaching, the inadequate guidance. The social aspects include money worship and the supremacy of money. Chapterâ…£lists some case and their analysis in order to aid the conclusions in the last part. According to the survey, Chart V put forward a series of concrete measures to reduce drop-out rates in secondary vocational school students, such as arousing self-trust, leading to explore, improving the teaching conditions and the teachers'ability of research, the students'abilities of practices, constructing harmony schoolyard basing persons .
