As one of the important components of the Chinese modern educational system, the secondary vocational education undertakes the vital tasks that cultivate hundred millions of high-qualified labourers. Since reform and opening up, the secondary vocational education has been developed in a good situation. National vocational education meetings have been held for many times since the new century, and higher requirements have been raised to speed up the development of vocational education. Speeding up the development of secondary vocational education is especially emphasized by the Decision of the State Council on Speeding up Vocational Education Development. Chinese Premier Wen Jiabao pointed out that to develop the secondary vocational education is a very important and urgent task during the eleventh"Five-Year". And the Report on the Seventeenth National Congress of the CPC also stressed the same point.So the secondary vocational education plays a more and more important role in the development of economy. However, the secondary vocational education has to be confronted with many difficult problems during the developing period such as the students'drop-out . It is a barrier to the survival and development of the secondary vocational education if a great number of students drop out of school. It means fewer opportunities and lower degree of receiving education for students. We know the purpose and the end-result of a vocational school are the student' development. If the students can't receive the basic education,the development of the students will not be guaranteed. So the drop-out students are those who lose the right of receiving the education. Now, the students'drop-out is the most serious problem the secondary vocational education faces. Thus, to improve the teaching quality and lower the rate of the drop-out students becomes urgent and practical. Investigation, analysis and research on the problem will enable the education of the secondary vocational education to play a greater role in the development of the local economy. The study will be of great theoretical and practical significance.Based on the case of Shouguang No.1 Secondary Vocational Education, this paper investigates the drop-out in the school and analyses the main reasons for this phenomenon and makes some suggestions on how to reduce the rate of drop-out in the secondary vocational education.This paper consists of four parts. The first is the introduction, in which the author defines clearly the questions to be studied and several important concepts. Meanwhile, the significance of the study, the study background, the study aims and methods have keen expounded. In the second part, taking Shouguang Secondary Vocational Education as an example, the author does some research on the problem about students'drop-out from the school , pointing out the negative effects of the problem. The third part analyzes the main reasons to cause it. The four part, based on the reasons, some suggestions and ideas on how to reduce the rate are put forward.
