As we can not expect when, where and in what kind of scale the unconventional emergency would happen, the damage extent of the disaster is frequently out of imagination. While the government's specialized succor tend to be inadequate to fill the need, the support of Volunteer Organization in the unconventional emergency which is an international practice will offset the lack of the succor. As the sustained growth of the society, our volunteer organizations have also developed into an important social force. In recent years the domestic and international unconventional emergencies happened continually, China has also strengthened the emergency respond management, and the volunteer organization has become an important force in the emergency respond mechanism.At present, the majority of our scholars'research on volunteer organization has remained at a normal state, and the research about the volunteer organization took part in the unconventional emergency respond service has just begun.In this paper, Sichuan Wenchuan massive earthquake as the background, through literature research method, research method and comparative research method for the volunteer organization of unconventional emergency events, the main research contents include the following:First of all, make clear the study objects and the related study theories. As the unconventional emergency and the volunteer organization is understood correctly, the unconventional emergency volunteer organization was defined according to the abroad study experience and the specific circumstances of research; motivation theory, social capital theory, Humanizing Ability Management theory, government failure theory, conflict theory and relational theory were used as the support theory. Secondly, obtain the applicable successful experience for us, through the analysis on the unconventional emergency voluntary services in United Kingdom, United States, Sweden, Germany, Japan and other developed countries, For instance, a sound legal environment; the volunteers'emergency train by professional succor; the cooperation between the government and the volunteer organization, and etc.Finally, analyse the status in quo of our volunteer organization. On one side, analyse the status of development of China volunteer organization, including the unconventional emergency succor condition of the volunteer organization; on the other side, analyse the problem of China emergency voluntary service, and raise the countermeasures and suggestions.
