In 21th century following the rapid development of economy and society of our country, china compulsory education develops rapidly and makes good achievement. But beacause of the reasons for history and reality in our country, there are many distinctions between cities and suburbs in the developing level of economy and society. Due to the region distinction and non balanced developing, there are enormous distinctions between cities and suburbs in compulsory education, the distribution of teacher resource lose balance severely, the non balanced developing affects the growing of next generation, makes bad affect on the development and stability for future society.The teacher interchange between cities and suburbs is one important method of solving the problem for non balanced distribution of teacher resource. The teacher interchange has more benefits for promoting the balanced education developing between cities and suburbs. It also has benefit for teacher specialized quality improving. But at present there are many problems in the teacher interchange, this restricts the education balanced developing between cities and suburbs.Through the deep investigation, data statistics and reason analysing on present situation of teacher interchange between cities and suburbs in Pengshui County of Chongqing city, provide some suggestions for solving the existing problem in teacher interchange.First introduce the signification and background of research on the teacher interchange, the researching method for this paper, the present researching situation of teacher interchange between cities and suburbs in domestic and foreign countries.Secondly explain the related concepts, particularity, major implementing modes and questions of teacher interchange.Thirdly introduce the achievement and the existing problems of teacher interchange in Pengshui County, and then from the two aspects of objective conditions and related subjects, analyse the reasons for problems of teacher interchanging.Finally based on the theory and reality of teacher interchange, provide some measures and suggestions for solving the existing problem in teacher interchange, search tactics for minority teacher interchange.
