Currently, to achieve a balanced development of compulsory education in the region has become a strategic task.Balanced allocation of teacher resource is an important part, and the core and the safeguard of the balanced development of compulsory education.Survey shows, there is a serious imbalance between regions, urban and rural areas, inter-schools in allocation of teacher resource, and mainly in the following aspects:first, the imbalance in the quantity, second, the imbalance in the quality (title, education, age, subject structure, etc.),third, the imbalance in the flows, last, the imbalance in professional development of teachers. Imbalance in allocation of teachers has become the most important obstacles.There are many reasons why imbalance in allocation of teacher resource exists. From the system level, we can draw the following reasons:long-standing practice of "key schools" institution is the historic factor of imbalance in allocation of teacher resource, urban-rural dual economic structure is the fundamental reason, disorder of one-way flow of teachers leads to a huge loss of excellent teachers directly, the imperfect system about teacher employment can't play the role of "survival of the fittest",the communication system in urban and rural is a mere formality, the training of teachers education effect is not obvious, and this is lack of support for teacher professional development.On the basis of clearing the role of government on promoting allocation of teacher resource and referencing from overseas successful system of allocation of teacher resource of compulsory education, for the imbalance allocation of teacher resource in the county's status and the actual situation of schools researched, we propose the following suggestions:reform the system of managing teacher resources, establish talent teacher management center, implement the system of regular exchange of teachers in urban and rural counties, explore the system which suites for rural teachers'training, build the platform of teacher professional development, implement the compensation system, and establish the mechanism of unified school district, and so on.
