Livelihood-oriented is the nature of the scientific concept of developmentaspirations, the foundation is to establish a harmonious society. Education as animportant livelihood capital, its ultimate purpose is to improve people's livelihood,so it must establish the concept of livelihood with a people-oriented, practice-basedlivelihood development purposes according to the livelihood of the people-orientedvalues. People's livelihood and building a harmonious society have become animportant direction of our Government's efforts, and building a harmonious societyis an important aspect to ensure social equity. The first is the starting point ofsocial justice. A fair compulsory education is the most important starting point. Atthis stage, the resources of Chinese compulsory education are allocated veryunevenly, especially the teachers, so it seriously hampers the balance developmentof compulsory education. Since May 2005 the Ministry of Education released theOpinions on promoting the balanced development of compulsory education,promoting balanced development of compulsory education has become one of theimportant work of governments at all levels. After several years of efforts, the gapin compulsory education has been bridged, but there are still some problems. Inthis study, educational equity theory, resource allocation theory and the theory ofgovernmental responsibility as are used the theoretical basis for allocation ofcompulsory education. Teachers and educational equality are both essentialcharacteristics of thought and compulsory education requirements, they are alsoimportant to the inevitable choice of public education.We get valuable experience by studying the foreign Teaching Staff. Though the study of the development of Guangxi urban and rural compulsory educationssome advice are given. This study suggests that teachers in compulsory educationshould be a balanced allocated so as to accelerate economic development andpromote overall social progress; to establish the scientific concept of developmentof education, adhere to the balanced development of the educational philosophy;clarification of the government as an important the main responsibilities, it shouldattach great importance to the balanced development of teacher resources, theconfiguration of the equalization of teachers in the performance evaluation of localgovernment. While also strengthening the government's investment responsibilityto resolve differences in the school, strengthening teacher training, and improvesupervision, incentives and accountability mechanisms, so as to promote balancedallocation of compulsory education teacher resources, and promote the balanceddevelopment of compulsory education.
