Nowadays, both the phenomena of'rushing to select school'and'charging arbitrary educational fees'are heated discussed in our society, which become serious problems to be settled for the government and all walks of life. In fact, those issues are brought by the imbalanced distribution of education development, especial the improper distribution of various resources in education. Under such circumstances come out the promulgation of the Ministry of Education's'Some Opinion about Further Promoting the Balanced Development of the Compulsory Law'and the new version of'Compulsory Education Law', enhancing to put the balancing of education development into the primary concern. Afterwards, all the country is trying to explore the best way to equilibrate educational resources. However, it cannot be simply solved by one mode, and there must be individually approaches concerning the different local conditions. As is known to all, teachers are not only the core power in duration of the teaching activities, but also one of the key element in raising the quality of education. And the balancing of teacher resource will be a critical path to accomplish the fine and balanced development of compulsory education gradually. In many comparatively advanced areas of our country, it has reached to some extent reached the balance of compulsory education resources distribution, which is necessary to be improved in the future.In this study I sorted out and summed up some theoretical researches and also the practical exploration in other countries, and then made a empirical investigation into the running of balancing teacher resource distribution in compulsory education, having interviews with not only the government officials but also the principal and teachers of the school, to analyze the remaining problems in those areas where launched the pilot subject, and to offer my own advice.I conclude that,by analyzing the educational background, academic rank and age structure of teachers in compulsory education in Changning District, in addition to the interviews, the factors matters in balancing the distribution of compulsory education is the personnel system, the income system and the law enforcement, etc. Teacher's legal status, the subject of standardized employment and the evaluation system should be identified by the personnel system; and their performance-related income system will be a good regulation to standardize and balancing the salaries in the region; furthermore, there is an urgent need to strengthen the intensify legislation and implementation of the illegal behaviors and the private remedial teaching activities. Meanwhile, I also provide for Changning District with some suggestions on balancing the distribution of teacher resource, such as to concern about the population growth, to guide the orderly flow of the teachers. The population growth tendency, which must be our main concern during the proceeding of distributing teacher labors, is the guidance to equip school and teachers for government, combined with the city's plan on construction and development. We should allocate more education resources in those relatively crowded regions, including the teacher labors, and not only the senior teachers but also all of the teachers must be involved in the redistribution of teacher resource.In short, I hope my study will be a food for thought for improving the policies of regional balancing of teacher resource distribution in compulsory education, and be helpful to perfect the personnel system, the income system and the law enforcement.
