In recent years, with the remarkable progress in compulsory education in China, It is demanded to prompt solution how to solve the balanced allocation of teachers. The key factor to enhance education development lies to balance the allocation of teacher resources. The most important task is to support and provide opportunity for exchange among the teachers from different schools or districts. To ensure that teachers can be equally allocated so as to minimize the difference in teacher resources. How to create a good system for effective teacher interchange between different schools has become the hottest issue to be considered by researchers and educational authorities.Nowadays, Research and practice on teachers flow have been done in many places. But the implementation effect of teacher interchange is quite different due to regional difference in policy, economy, culture and education. Based on the data of interchange of teachers in Shiqi District, this thesis attempts to research and analyze the activities undertaken and achievement obtained in teachers flow in urban district of Shiqi Town with better basic education resource. It founds that there is a contradictory between the teacher flow&disposition, teacher flow&education management regulation, teacher flow&brand school building. In a word, these conflicts hinders the teacher flow in compulsory education area.To create a effective system for teachers flow mechanism between different schools in compulsory education in the jurisdiction district, all levels of government, education authorities, schools and teachers should get access to new ideas, realize the necessity and benefits of teacher flow, positively participate in promoting the teacher interchange between schools. The restriction of personnel regulation and barriers between schools must be broken to accomplish that teacher flow may be carried out easily and freely. The individual teacher will be subject to the education field instead of a certain school. To create more new schooling area and establish school union can share teacher resource by teaching interchange. And it can also improve teacher disposition system and supervision regulation to enhance effective teachers flow.
