Educational input is the key to the development of education, so the issue of education funds has become an unavoidable subject of education development. Basing on the products'attributes of compulsory education, although the countries in the world differ in political system, economic system, cultural traditions, all governments become the central subject of investing in compulsory education. However the lack of funds caused by scarcity of resources is a worldwide problem, even in developed countries, compulsory education is not only invested by government. Stressing the main role of government funds, all countries don't reject other channels of investment. Human capital theory, public products theory lay the theoretical foundation for investing in rural compulsory education by the third sector. With the reform of China's tax and the implementation of free compulsory education, the channels of raising for compulsory education become narrower. Starting from a realistic level of economic development and basing on our current situation of insufficient funds of rural compulsory education, to play the role of the third sector not only can make up funds, but also can narrow the gap between urban and rural compulsory education, promote fairness in education.Reality shows that Chinese third sector invests little total investment in rural compulsory education which accounts for a small proportion in school funds, and there is a tendency to decrease.Rural schools are confronting difficulties in raising non-financial funds. The third sector's investing in rural compulsory education is constrained by economic and non-economic factors. On one hand, because of high transaction costs by donation, low profits of donation, low level economic conditions and crowding-out effect of government investment, individuals and enterprises wouldn't like to invest in rural education. On the other hand, the lack and failure of the third sector, weak incentive effects of tax policy, lagging of charitable culture and schools'low fund-raising awareness also profoundly affect the third sector's input initiative and enthusiasm. Systems determine a person's behavior. The key point to deal with the problem of inadequate funds for rural compulsory education to promote the third sector's input is to form a good institutional environment. One the aspect of formal institution, we can design the effective linkage mechanisms of getting donation, monitoring the running of the third sector and return of donation to protect the third sector's investment in rural compulsory education. Meanwhile we construct and perfect the informal institutional environment from the aspects of community, schools and the third sector, so that we can form a good donation atmosphere to promote the third sector investing in rural compulsory education. By doing so, can the third sector joins hands with government to improve the sustainable development of our country's rural compulsory education.
