Research background: According to the China's development situation, becausse there are more than 700 million population in the rural areas, the key problems about the education equity, the balanced development, even the sustainable development of the whole education are all concentrated in rural areas. In the new century, the CPC Central Committee and China State Council, take full account of the strategic significance of giving priority to the development of education, and give unprecedented attention to the job of rural education.However, analysing the the current situationi,we will find that the crux of education will still restrict the scientific, balanced, sustainable development of the education, especially the rural education,because such problems will exist for a long time, as the inadequate fund, the low investment, the big gap between urban and rural areas. Therefore, it is particularly important to study the problem how to build a balanced financing system for rural compulsory education under the public finances.This paper based on the achievements of previous studies, further works over the balanced financing issue of compulsory education in rural areas, at the policy background of promoting the new pattern of urban and rural economic and social development integration. The author strives to build a new investment mechanism that is in favor of the balanced and sustainable rural development of compulsory education and discusses the feasibility of the mode"Fund Mainly From Provincial Finance"for rural compulsory education.The full text is divided into three parts, the first part is the theoretical analysis about balanced finance for compulsory education in rural areas in the framework of public finance; the second part is the analysis of the status quo about balanced finance for compulsory education in rural areas; Part III puts forward relevant suggestions concerning the balanced finance mechanism for compulsory education in rural areas.The conclusion of this paper is that the implementation of finance guarantee mechanism for rural compulsory education has played a role to alleviate the lack of funds in the rural primary and secondary schools, but there is still a long road to the balanced development in rural areas, because the fund and guarantee for the primary and secondary schools can only meet the basic normal teaching operation in the main. The paper puts forward the suggestions to implement policy"Funds Mainly From Provincial Finance"for rural compulsory education, and to formulate"the basic conditions for the compulsory education school standards", to speed up the distribution adjustment of rural primary and middle schools, to set up and improve the supervision and penalty mechanism for funding of compulsory education in rural areas.There are three innovative points in this article. Firstly, to re-recognize and study the balance of rural compulsory education according to the requirements of promoting the economic and social integration in urban and rural areas. Secondly, taking Shuangyang District of Changchun city as the case, the article not only analyses the balanced finance condition in a region, but also compares and studies the fund gap between the developing regions and the relatively developed areas. Thirdly, the paper has discussed the possibility to set up mdoe"Fund Mainly From Provincial Finance"for rural compulsory education, in accordance with the mechanism"Province Govern the County", which is implemented by the CPC Central Committee.
