Study On The Strategic Planning Of The Russian Federation University

This article aims to understand the textual content and implementation effectiveness of the Russian Federation University's strategic planning through the study of the strategic plan of the Russian Federation University,in particular the specific analysis of the textual content of the strategic plans of the Southern Federal University and the Ural Federal University,summing up the Russian Federal University The relevant experience in strategic planning provides reference for the formulation and implementation of strategic planning in Chinese universities.In this study,literature analysis,comparative study and case analysis were used to analyze the strategic planning text of the University of the Russian Federation.The introduction part mainly includes the issues raised,the definition of the core concepts,the purpose and significance of the research,domestic and foreign research,research ideas,research methods,innovations and deficiencies.This part paves for the following analysis and interpretation.The text is divided into six chapters:The first chapter is the theoretical basis of this study and provides theoretical support for university strategic planning.The second chapter mainly deals with the creation of the University of the Russian Federation,its creation method,and the mission of the University of the Russian Federation.The third chapter analyzes the internal and external environments of the universities in the Russian Federation.Through the analysis of the internal and external environment,we can clearly understand the resource advantages of the Federal University of Russia and the Federal University of Ural.The fourth chapter is the main part of this paper.In this chapter,the Russian Federal University of the South and the Federal University of Ural are listed as case studies.Starting from the general principles,mission and strategic objectives,formulation and implementation,financial support,and the expected effects and risks of implementing strategic plans,the strategic planning texts of the Russian Federal University of the South and the Federal University of Ural have been specifically described.The fifth chapter mainly analyzes the effectiveness of the strategic planning of the Russian Federal University and the Ural Federal University.The detailed explanations are given in terms of performance goals,personnel training,research innovation,international cooperation,teacher level,development facilities,and finance.The sixth chapter discusses the thinking of the strategic planning of the universities of the Russian Federation on the strategic planning of Chinese universities.Summarizes the features of the Federal University's strategic planning text.,which provides a reference for the formulation of the university's strategic planning in China.The study concluded that the text of the university's strategic plan should be detailed.When formulating strategic planning texts,the university should clearly define its mission and vision.Based on a thorough analysis of the internal and external environment,it should highlight its own advantages and adjust its strategic planning flexibly.The strategic plan is complete,strategic and overall.
