Teachers are the primary resources of development in colleges and universities; the construction of teaching staff in colleges and universities is important back-up of building a power of human resource. This paper takes Hebei Province as the object of study, designed to further and deeper understanding of the matter and causes from the theoretical perspective, to propose a solution, in order to strengthen the construction of teaching staff, and provide the basis for higher education and the development of economic and social in Hebei Province. Based on the use of relevant theories and methods, the main contents of the study can be summarized as follows.First of all, the analysis about the present condition and the problem of the construction of teaching staff in colleges and universities in Hebei Province. The analysis includes the scale, structure, internal differences, flow condition and institution construction. Meanwhile, from the size of the structure, the introduction and training, the allocation of incentives, assessment evaluation and so on, analyzed the problems in the university of Hebei Province.Secondly, this thesis has analyzed the genetic of university teachers of Hebei Province. Importantly from the stage of development, economic and social development and higher education level and knowledge of the concept of the macro level, positioning the planning, management system, institutional change, such as a micro-level analysis of the causes. And this thesis applied the AHP method to evaluation the university teachers, inorder to provide the reference basis to the suggestions.Once again, proposed the countermeasures of how to strengthen the university teachers of Hebei Province.On the basis of the conclusion which through the AHP, provide the countermeasures orientation that how to promote the building of the ranks of university teachers of Hebei Province at this stage, and analysis the corresponding countermeasures and suggestions. Finally, take a university of Hebei Province as an example. Deepening analyzed the teachers'status quo, problems, countermeasures etc of this university.
