A Study On Reform Of Science And Technology Research Organization Style In Research Universities

As a important part of National innovation system, research universities have made strong senses of talents cultivating and scientific researching. In the present-day world, it is necessary to establish more research universities. Because of that it's not only a strategy that makes science and technology progress and the enhancement of overall national strength, but also the objective demands of higher education development. Nowadays, the original Scientific Research Management System and method in universities have not adapting research university development needs. Reform and innovation the system is not only be a challenge for traditional System, but also a mission of research universities that time assigned.In this paper, we take science and technology research organization style of research universities as research object and the current theory and research achievements obtained as a basement. Then based on this system building experiences abroad, analyses the current situation and finds the problems as follows: there was sharp contradiction between teach and research because of this system; research efficiency was lower that the person who did research has a low working efficiency as well as the funds are practical with low-utilization; it's much difficult to undertake the significant research and development projects due to the improper use of research resource. These problems basically restricted the scientific research development of research universities in China. This article reforms the current organization style of Dalian University of Technology as an example, and research the new system that called science & technology research institute and R&D institute of technology. And finally puts forward some suggestion that setting up the relative operating mechanism including the academy, motivation and service mechanism. Through the basic frame of the new system and mechanism, it fully improves research and management effect and profit, and cultivates higher-level research talents and especially the leaders. It also gives some advices in the field about decision and coordination, organization and employment, encourage and service. It provides a new method of research universities construction, a decision for reference of scientific research innovation in higher schools and a regulations support for enhancing autonomous innovation ability.
