This paper is trying to focus on how to correctly understand and grasp the needs of colleges and universities scientific and technological workers and guide their needs to establish and improve scientific and technological workers incentive mechanisms, to make it more suitable for the background and the development requirements of today's economy. Paper first reviewed the relevant theory, and introduced the latest progress of the motivation theory, and pointed out that the methodology used to adapt to college. Pointed out that colleges and universities by encouraging a variety of deficiencies exist in the process, proposed a new colleges and university science and technology workers incentives to construct a reasonable .This paper is divided into five parts:Chapter 1 There is a detailed description on the topics of significance and research purposes, research domestic and abroad, main research contents and methodology in the introduction. At first, I introduced the domestic and foreign scientists on the research of encouragement mechanism theory for science and technology workers in Colleges and Universities. Secondly, I listed the contents of this paper and the basic methods. I proposed the existing problems: the reason for inadequate professional development of science and technology workers in Colleges and Universities is lack a kind of advising about motivation theory which around the resource characteristics and need characteristics of science and technology workers in Colleges and Universities, and this theory basis construction depends on their main properties and accurate grasp of scientific understanding. This parts it according to the characteristics of the work and labor nature pointed out that science and technology workers in Colleges and Universities have features with multi-level needs. At same time, Pointed out that this paper adopted the method of system theory and research and theoretical analysis of the method of combining.Chapter 2 The basic theory of encouragement mechanism theory for science and technology workers in Colleges and Universities. In this part I specific description of the definition and characteristics of encouragement mechanism, the research progress in theoretical study of history formation and encouragement mechanism theory. According to research focus, selectively elaborated demand arrangement theory, double factors theory, achievement needs theory of Content-based Incentive theory, expectancy theory, equity theory, goal setting theory, behavior modification-based theory of Process-based Incentive theory and so on. Clear for the theoretical basis of research. In addition, this section deals with the latest theoretical development incentives under the change in colleges and universities. It is synchronization incentives theory, expectations incentive theory, theory of internal incentive mechanism.Chapter 3 The methodology of encouragement mechanism for science and technology workers in Colleges and Universities. This part try to propose the establishment of universities and university scientists and the psychological contract for sustainable development, concerned about the professional growth of university science and technology workers, to provide development platform, to meet their self-worth to achieve a high-level spiritual needs.Finally is the part of conclusions.
