Research On The Reform Of Management System Mechanism Of Science And Technology In Agricultural Universities

Agricultural University Science and technology management,and university research,technology development and promotion,the results of the work has a very close link.The level of science and technology management,to a large extent,plays a decisive role in the cause of science and technology in universities.Past,agricultural colleges and universities in the process of practice commonly used micro management,thus causing teachers dislike,management personnel mediocre and other issues.Revolutionary era of science and technology,University of agricultural science and technology system should be the system innovation for the immediate start point and fundamentally attention to macro management,from the previous "preferential policies" gradually to "management mechanism innovation" to make adjustments,to promote the management system,the progress of science and technology of the synchronous development.In this paper,the agricultural colleges and universities as the main object of study,start from the science and technology management contains various elements,a plurality of link between the association,by using the methods of literature and investigation,of University Science and technology management operational mechanism related background,the current status quo to make analysis and discussion;a comprehensive analysis of Western University in mechanism of science and technology,and put forward specific suggestions to deepen reform to promote agricultural science and technology system.By means of enhance management level of science and technology,construction and the Agricultural University of science and technology development to match the management mechanism,and promote the development of high quality domestic higher education,to promote agriculture,science and technology and faster innovation forward,solving the problem of "agriculture,countryside and farmers",achieve the great goal of the new rural construction.The main research contents of the Reform of S & T Management System in Agricultural Universities as follows:(1)This paper expounded the research background and significance of the reform of science and technology system in agricultural universities,and discussed the relevant research at home and abroad.(2)This paper systematically reviewed the current situation of reform of S & Tmanagement system in agricultural colleges and universities,including typical case and experience summary of S & T management system reform of agricultural universities in USA and Germany.(3)Analyzed the basic characteristics of the system of science and technology management of agricultural universities in China,and predicts the further development trend.(4)Discussed the reform of the management system of science and technology in agricultural colleges and universities from the aspects of organization management system,evaluation and evaluation mechanism.(5)In view of the existing problems,this paper puts forward seven specific strategies for the reform of S & T management system of agricultural universities:(1)Innovation technology management philosophy and strengthen the scientific and technological management system;(2)Academic rights and administrative rights harmonious development,the rights of institutionalized coordination;(3)Strengthen scientific and technological funds management system and insure the efficient use of funds;(4)Attaching importance to scientific research topics and Improving the transformation rate of scientific and technological achievements;(5)Focusing on promoting interdisciplinary integration,and actively carrying out the "cluster" research;(6)Implementing a flexible employment mechanism to improve the initiative of researchers;(7)Pay attention to science and technology propaganda,creating a good atmosphere of public opinion.
