Bullying behavior is a special aggressive behavior among children, especially among teenagers. It means that during a certain period of time, children get negative behavior from one or more children, including direct attach such as hitting, threatening or intimidating, name-calling or indirect attacks, such as spreading rumors, encouraging other to reject or exclude someone.From the research on the development of children's sociality tells that bulling behavior comes with the development of children's sociality. It belongs to bad adaptation of relationship, and former researches shows there is difference for bullies and victims in terms of Empathy Ability, and Cognitive Ability. Group counseling is especially suitable to the person who has bad adaptation of relation. For these reasons, this research attempt to intervene bullying behavior by counseling and got those results: (1) This research confirmed the bullying of a cross-cultural consistency, in China also has a relatively high frequency; (2) In bullying behaviors, someone who Involved in bullying behavior is similar to the comparison on the attitude to the bullying behavior,the way of bulling and strategies to bulling behavior; (3) Bullying behavior has no significant differences between in different regions, in Gender and age, the difference is only reflected in the way of bullying; (4) Longitudinal study found that there are more bullies and victims have similar attitude on bullying behavior; (5) The group counseling based on empathy training can improve the ability of empathy effectively; (6) The group counseling based on empathy training can reduce the frequency of bullying behavior.
