A Study On The Efficient Supply Issues Of Free Secondary Vocational Education In Chongqing

Ever since Chongqing has been chosen as a pilot region of free secondary vocational education, it has made great achievement in the process of implementation. First, it provides those who are not capable enough to pursue study in universities with a good chance for further development. Second, it equipped great number of talents with medium or high level of skills, helping to fill the gap in technical workers and alleviate the pressure of employment. At last, such free secondary vocational education arms the labors with professional skills thus satisfy the increasing demand for skillful persons to better develop the social economy. However, in the process of implementation, the deficiency of the effective supply of such free secondary vocational education forms the main problem. It reveals in the limited quota for enrollment, lack of teaching resources, poor education quality, and those uncooperative voluntary schools. This reflects the conflict between the policy and the operation. It is these problems that form the base of this paper's discussion.This paper, in light of relevant theories of educational economics, judging from the supply source, scale, structure, quality and demand, through on-the-spot investigation and regression analyzing, conducts an analysis on current problems and their reasons in the investment of free secondary vocational education in Chongqing. Based on this, it also provides detailed explanation on a series of specific issues like that the supply of free secondary vocational education often emphasizes scale rather than the quality and it lacks a long-lasting guaranteed mechanism for financial supporting. Moreover the paper suggests how to combine the supply of free vocational education with local adjustment of technology and industrial structure and how to improve their interaction, so as to explore a positive mode for supply suitable to the development of free vocational education in our country.The paper is composed of four parts. The charter of introduction deals with the origin of this research, widely adopted approaches and relevant investigations. In addition, a brief introduction is presented that the difficulty and research purpose on the efficient supply issues of free secondary vocational education in Chongqing. Chapter two analyzes the efficient supply issues of free secondary vocational education in present Chongqing in a way from general level to specific details, while paying great attention on three aspects of free secondary vocational education:investment, structure of supply and validity of supply. Chapter three focuses on the analysis of the efficient supply issues of free secondary vocational education in Chongqing, and delves the influential factors, including economy, government policy and education itself. In the last chapter, the paper comes up with proposals on investment in nationwide free secondary vocational education from the following five aspects:financial security, structural adjustment, quality, optimizing teaching resources and facilitating institutes run by individuals. It also highlights the dominant role of the central government in supplying free secondary vocational education and free supply of vocational education proportionate to the reality of regional economic development, effectively promoting the advancement of urban and rural areas.
