This paper focuses on the importance and function of the long-term mechanism of the establishment and perfection for farmer's vocational education, and demonstrates that the solution of Three Issues (agriculture, countryside, and farmer) should be solved with comprehensive measures that are combined with the urbanization and countryside development. The modern agriculture building, improving the economic development in country and the farmer's income, all these problems could not be solved within the closed countryside, the only solution could be found in the process of township development combined with the urbanization, and the surplus labor farce transformation to the city, where their works are not related with agriculture, this is the new way of the Three Issues solution. Farmer's vocational education, which makes the farmer qualified for the new job, is the first step in the township development. The surplus labor force transformation is the concrete content of the township development, so the employment and job creation should be the priority of the new model of the farmer's vocational education, and new educational functions should be developed with the farmer's knowledge improvement, in which the farm can realize the tendency of industrialization and the third industry development, and the relationship between general work and the human being's activity. The principle of this vocational education should be open to the society, in which the sufficient employment and the ability of job creation must be emphasized, the confidence and the ability of the farm in the social development could be enhanced with the realizing the practical need of the economic development based on the understanding of the current social situation and prosperity.Based on the analyze of the current situation and history of the farmer's education in countryside, the data is collected with the methods of the questionnaire, date analyzing and comparison, which are related with the farmer's vocational education in Shaanxi Province, and the result shows that the current farmer's vocational education in Shaanxi Province faces challenge as well as a good chance as the following: 1. Old idea of the adult education.2. Single vocational education body, 3. The education in countryside and the farmer's vocational education are neglected by the experts. 4.Less communication between the trainer and trainees 5. Less perfect farmer's vocational education system.;6. Advanced vocational education in the industry area, which could be helpful on the surplus labor transformation after the farmer's vocational education.The maim problems of the farmer's vocational education in Shaanxi Province are: unbalanced development situation;less work opportunity in agriculture, fishery, forestry sectors and the less student resource for the middle vocational schools;uneasy agriculture technology training in countryside;single kind of the trainee;shortage of the fund for vocational education;the general trainers are less qualified.So it is important to implement the farmer's vocational education as a long-term mechanism based on the above analyze. After analyzing the social political factor, economic development level, market economic gradation, international labor market, social economic transformation, education system in China, dual economy system and the two kinds of the township system, the long-term mechanism could be concluded as the following: 1. Establishing the management organization of the farmer's vocational education;2.decreeing the law and regulation on such education development;3.Estblishment the guaranteeing measure;4. Developing the countryside education resource;5.Launching the strategic police on the long-term mechanism;The main methods and measures for the long-term mechanism are proposed as the following: 1.Extension of the experienced education and improving the rudimentary education in large scale;2.Development the technical and vocational education, 3.Reform on the general education content and the training courses;4.Strenghening the law and the government behaviors;5.0ffering the service for the farmer with the resource integrating;6.Strenghening the advertisement of the vocational education;7.1mproving the ability of the vocational education with the principle of the employment guarding;8.Creating the remarkable education brand names in different governmental levels;9. Establishment and perfection the education network province wide.
