With the development of economy and urbanization accelerating,resources of basic education in rural and urban have significant gaps.Basic education resources are necessary to guarantee the quality of education.For a long time,due to the concept,the limited public resources,population,economic and policy factors,the government's responsibility for the implementation of rural basic education resources has been absent,resulting in the overall backwardness of rural basic education resources.To achieve the balanced allocation of basic education resources of rural students is change the way of learning and accept the new forms of education;for schools it can enhance the effectiveness of education and teaching;in terms of society,it embodies the degree of government's emphasis on education,especially basic education,and represents the government's responsibility to promote the fairness of basic education and respect for the equal rights of education.The basic premise of the fairness of education is the balanced allocation of basic educational resources.Therefore,the primary prerequisite for improving the overall quality of basic education and promoting the fairness of urban and rural education is to realize the balanced allocation of basic education resources.This thesis takes the responsibility of the government in the allocation of basic education resources as the starting point,combined with Public Goods Theory,educational equity theory and government responsibility theory,use of socioeconomic statistics,with a statistical indicator that can reflect government responsibility for the allocation of basic educational resources to a certain extent,such as student-teacher ratio,students have bachelor degree or above,students'education expenses,per capita computer ownership,using the Theil index calculate the specific situation of the 30 regions in urban and rural sub-group indexes,explores the trend and the rankings of the above indexes in the2010-2014.Through the analysis of the allocation gap of basic education resources,the gap between urban and rural areas in the allocation of basic education resources is not only reflected in quantity,but also in quality and structure,the problems of the allocation of basic education resources in urban and rural areas,especially the low quality of educational resources and the irrational disposition of their structures are due to the lack of responsibility:the first is reflected in the weakening of government functions lead to the basic education has not formed an effective incentive environment;secondly,lack of account ability bring about the performance of monitoring responsibility is not in place,and the basic allocation of low efficiency of educational resources;thirdly,the responsibility for the allocation of funds is unclear,management authority confusion makes the local government's financial burden is too large;fourth,the concept of urban and rural areas,the policy bias in rural areas difficult to overcome the long-term development problem in basic education;fifth,the allocation of quality basic education resources due to the system,institutional arrangements and the impact of profitability in an uneven state.For these reasons,this thesis cut into the point with strengthen the government functions,strengthen the monitoring of accountability,clear government responsibility at all levels,increase rural basic education resources,balance interests and establish resource sharing mechanisms,suggestions on strengthen the government's responsibility to allocate resources to rural basic education,promoting the balanced settlement of basic educational resources in urban and rural areas.The innovation of this thesis is through the quantitative study and comparative analysis of the regional situation of urban and rural basic education resources allocation,especially through the Theil index to draw the trend and regional changes in specific circumstances,discusses the problems existing in the performance of the balanced allocation of basic education resources in our country at present,and analyzes the reasons why the responsibility of rural basic education resources allocation is not in place,with a view to advancing the government to improve the performance of rural basic education resources allocation,narrowing the gap between urban and rural basic education resources,achieve educational equity.
