Since the late Qing dynasty, people who suffered from aggressions of big powers and despotism of domestic affairs, has established the Chinese ideal aiming at the great rejuvenation of the Chinese nation. Since then, to achieve the ideal, the Chinese people were very determined to embark on their long journey of developing our country into a technological and industrial one. In fact, educational ideal is considered as the logical premise and basic part of technological ideal, industrial ideal and even Chinese ideal. However, it is a real pity that during the earlier 80 years of the 20 th century when war and civil disorder became the theme of the era and education became the scarce commodity, educational ideal and even Chinese ideal can only end up with disillusion. In the new period, Chinese refocus on the Chinese ideal, which makes perfect sense. Modernization of western countries and development of Chinese China since the late Qing dynasty, both prove the following truth: strong basic education creates a strong education, strong citizen creates a strong science and technology, strong science and technology create a strong country. From this, the essence of Chinese ideal has been further specified to basic educational ideal. Considering the characteristic of being social, basic, public and inclusive, the basic education makes justice its soul. The so-called fairness means all citizens owned the right which requiring government and society assign public goods without any prejudice, favoritism and discrimination. No fairness, no high quality. The real issue of basic education is the fair problems. Among them, fair allocation of basic educational resource is the only way to achieve the basic educational fair ideal. Therefore, the fair allocation of basic educational resource is not only related to the realization degree of the basic educational fair ideal, but also related to the educational ideal and even the big picture of Chinese ideal.The fair distribution of educational resource is the basic right of accepting impartial education to all citizens. In contemporary china, because of the superimposed effect of all kinds reasons, the unfairness of educational resource is widely and deeply expressed among areas, cities, hierarchies, and universities at all kinds of levels. What’s more, if those problems cannot be solved or the educational resource is still unfair, the ideals of Chinese Education and Academic foundations will be the ridiculous and deplorable nightmares. Therefore, the fundamental way to break the nightmares and regain the faith of basic education fairness is to analyze the causes of the unfairness in the historical, social, idealistic or political way seriously, and stick to the essential attributes of basic education and resource as the public products. Only in that way, can we realize the fair configuration among areas, cities, hierarchies, and universities. To be specific, there are three ways to make the impartial education come true: firstly, there are some fundamental principles which must be established in the process of basic education resource allocation, such as “equity and preferential, give consideration to efficiency”, “equal distribution, differential treatment”, “urban-rural integration, benefiting all people” and “open and transparent democratic supervision”; secondly, the government must be the responsibility subject of allocating basic education resource fairly, of which the inherent function is to provide adequate resources for basic education, what’s more, government must treat allocating resources as its primary accountability; thirdly, the government is supposed to make fairness as the basic points of elementary education policy and improve the relevant policies. Among them, guaranteeing the fairness of teacher resource allocation is the key of the basic education policy while the fundamental point of the basic education policy is to ensure the fairness of the financial resource allocation.
