With the construction of a harmonious society, education fairness asa part of social justice draws more and more attention,the educationfairness is not only to express better social ideal,but shows the basic valueof modern education. But in real life, the unfairness of basic educationprevalence is an existing problem. Infinite demand and shortage ineducational resources makes it clear that the fair and rational allocation ofeducational resources, especially basic education resources, has greatinfluence for the development of education and economic. Fair allocationof basic education resource is important to every educated, especially for vulnerable groups. It is also the important foundation in realizing theharmonious development of the whole society.Many foreign countries have encountered the problem of unfairconfiguration of resources for basic education, such as the United States,Colombia, Chile and other countries. They generally use educationvoucher to solve the problem. The phenomenon has aroused great concernof our scholars and experts, many of them hope to solve the problem ofour country through education voucher policy. In2001, Changxing,Zhejiang, implemented education voucher policy in order to help thedisadvantaged group and schools. The implementation achieved somesuccess also led to many problem, and there are some cities and countiesto emulate Changxing Country implementation of education voucherpolicy. As the theory which exists more than half a century, it remainedcontroversial for more than half a century and is still in the exploratorystage. Education voucher policy exposed very serious problems in thepractice of countries. Whether education voucher policy can be applied to solve the problem of unfair allocation of resources for basic education inChina is worth to rethink.The First chapter points out the background and significance of thetopic, and summarized domestic and foreign research status on the fairallocation of resources for basic education. The chapter introduces theresearch ideas and methods which lay the foundation for research.The second chapter details the concept of fair allocation of basiceducation resources. The chapter then analyzed the current situation ofunfairly allocation. Besides, it analyzed the reasons as well as possiblehazards of unfairly allocation, and further pointed out the reasons forChina’s unfair allocation of basic education. The main reasons include thechoice of social development strategies, inadequate total amount ofeducation resources investment, the lack of legal protection.The third chapter introduces the background and connotation ofeducation voucher policy and its role in promoting fair allocation ofeducation resources, and analyze the effectiveness of the practice abroad in the field of basic education implemented education voucher policy.Though analyzing the implementation of the education voucher policy inthe fair allocation of resources for basic education in the United States,Colombia and Chile, the chapter review and summary the lessons of theirsuccess and failure.The forth chapter take Changxing, Zhejiang and Jianli, Hubei as theexample, introduce the practice situation of the education voucher policyin our country. On the basis of combining the situation of our country, thechapter discusses whether education voucher policy is applied to solve theproblem of the unfair allocation for basic education resources. Throughcomparison we discover that Milton Friedman’s original intention ofpromoting education voucher policy is to make the educationmarket-oriented, which does not meet the legal status of social welfareundertakings of basic education. Besides, the education voucher policyadvocated the right to choose schools, which does not apply to China’sbasic national conditions. Local government is responsible for China’s basic education, in that case, education voucher policy could not solve theexisting problem of unfair allocation of basic education resources. Clearly,education voucher policy is not suitable for solving the problem of ourcountry basic education resource unfair allocation.Finally, according to China’s specific national conditions, this paperput forward the basic ways to solve China’s basic education unfairallocation of resources problem: reducing regional economic disparities,weaken the urban and rural dual structure, increasing special investmentfrom the central government in order to support basic education in themiddle and western regions and rural areas, establishing the legal systemabout fair allocation of education resources.
