In order to meet the needs of higher education reform and development, and especially the challenge faced by higher education from the market economy since China's admission to WTO and to build a optimized, highly capable and efficacious administrative contingent of cadres of colleges and universities so as to fully mobilize the initiative and creativity of the administrative staff members, it is necessary to deepen the reform in college managing system and to search for a new personnel management system suitable for the development of colleges and universities. The malpractice of the old university management system in the staff recruitment, salary management, training, assessment, competition has increasingly exposed. A large number of university management staff suffer from the lack of initiative and efficiency at work and can no longer meet the need of higher education development. What is in urgent need is the educational staff system for colleges and universities which is a new product of the reform. As a new measure to deepen the reform of personnel system in colleges and universities, the educational staff system for institutions of higher learning in recent years, has demonstrated its advantages over the old system ever since its implementation in 2000. However, there are still many problems to be solved as the new system is being tried out. We need to continuously improve and perfect the supporting measures and systems.This thesis, based on a large number of available research data, conducts an all-round analysis on employment, training evaluation, salary management, personnel access and other aspects of the educational staff system for institutions of higher learning by visiting some experimental colleges, examining the malpractice of original management system of colleges and universities and making comparison between the educational staff system for institutions of higher learning and the systems of state civil servants. Regarding the actual situation of the trial of the new system in some universities in China, the thesis also attempts to discuss the difficult points in the trial of the new system, such as a cadre assuming administrative as well as professional responsibilities, post conversion and determination of pay scale. Through integrating practice with theory, the thesis argues that it is necessary to further improve and perfect the educational staff system for institutions of higher learning in five aspects: establishing new recruitment system, stimulating the motivation system, improving the training system, strengthening the assessment system, and the elimination system, so as to perfect this new staff system and promote it across institutions of higher education gradually.The educational staff system for institutions of higher education is Appropriate to the current development needs of higher education and is also the best way to constantly deepen reform of university personnel system. The implementation of The educational staff system for institutions of higher education is conducive to the achieve low-cost, high efficiency, scientific and sustainable development in university administration.
