Faced with the challenges of knowledge economy era, people put more and more attention on internet self-regulated learning. Internet provides rich learning resources and convenient means of communication for self-regulated learning. Also, with the rapid development of network and information technology, a variety of learning sites are established, which has set a good foundation for the reform of teaching mode. Traditional classroom teaching can no longer meet the needs of students. The obsolete content and the old style of teaching are difficult to adapt to the training of innovative talents. Therefore, the web-based self-regulated learning is an important way to achieve the concept of "learning society" and "life-long learning". But many self-regulated learning web sites are much to be desired. For example, they pay more attention to "information" rather than "knowledge". So learners don't know what to do, when they are facing these information, which results in that the learning effect is not good. What's more, the lack of proper management and guidance makes web-based self-regulated learning inefficient. The author believes that proper management of learning resources and process is one of the keys to solve the problem. The knowledge management theories, methods and techniques provide an important way of thinking.In this paper, distance learning platform is the main object of study. To solve the weakness of the current self-learning web sites, use knowledge management concepts, methods and techniques to improve the learning platform, and build an open learning environment so as to support the accumulation, application, sharing, communication and innovation of knowledge.The paper focuses on the design and implementation of the distance learning platform. In the part of design, it is first to understand the status and the needs of the E-learning learners, and then analysis the shortcoming of the current self-learning web sites. Then, with Constructivist Learning Theory, People-Management Theory and Activity Theory, this paper initially explores the strategy of knowledge management applying in the web-based self-regulated learning, and propose the model of internet self-regulated learning platform based on knowledge management, yet, carries out the specific design of the internet self-regulated learning subsystem and knowledge management subsystem, including personal knowledge management and group knowledge management. In the part of realization, this paper mainly describes the B/S architecture and key technologies used in the system, such as Ajax, RSS, Wiki, Tag and so on. Finally it introduces the function modules of the entire platform.After the practice and application, this paper uses the user evaluation and the statistics of platform to analysis of the application effects. The conclusion and prospects of this study are as follows:1. Propose a model of internet self-regulated learning platform, which is focus on personal knowledge management and supports group knowledge management. Personal Knowledge Management has provided a guarantee and foundation for the developing of the web-based self-regulated learning. Also emphasize that to achieve the transformation and innovation of knowledge, the accumulation and growth of the individual and group in the exchange and sharing atmosphere.2. Stimulate the interest of learners and improve the efficiency of the self-regulated learning. After four months of application practice, students and teachers generally hold a positive attitude on the platform, and actively participate in various learning activities. Formation of learning circles is welcomed by students; through tags quickly find a common interest with their peers, discusse topics of interest and share of resources. The RSS subscription access to resources for students providing a convenient, no need to look at every page of a web, you can receive the resources you want. Writing logs can reflect and summarize at any time, so that learners can maintain control of their own learning, to find problems and correct thier own learning goals, to promote self-regulated learning.3. Self-regulated learning platform based on knowledge management promote personal knowledge accumulation and group knowledge sharing. Learners can manage their explicit knowledge and tacit knowledge, which can realize the effective storage of resources and improve learning efficiency. At the same time provide places to exchange and cooperate, such as BBS, study circles and Wiki, to facilitate the innovation of knowledge, and then enhance the core competitiveness of individual and group.4. To further improve the self-learning platform functionality to the direction of intelligent, and expand the scope of application.
