| The security education is an important constituent of primary and secondary school students'knowledge structure and humanistic quality. It is also the prerequisite and basic guarantee of the school normal teaching order and the students'life and study. The security education of the primary and secondary school gets more and more attention, and the relevant laws, regulations and policy are increasingly complete. However, the weak or incorrect security awareness among school administrators, students' large academic pressure, inadequate investment in school security equipment are restricting the implementation and development of security education of primary and secondary school in China. Therefore, research on security education system of the primary and secondary school is significant.In this paper, researches focusing on legal system construction of security education of primary and secondary school, the early warning mechanism and the financial investment were lessoned. Simultaneously, the advanced experience about primary and secondary schools'security education at home and abroad was understood.In my research, taking security issues of primary and secondary school as breakthrough point, taking primary and secondary students' personal safety as key attention, seizing security education's particularity, complexity and long-term characteristic, basing on the analysis of need-hierarchy theory, crisis management theory and system management theory, analyzing the problems and restrict factors of public security education, according to the principles of adaptation to local conditions, operability, comprehensive and dynamic, a security education system of primary and secondary school according with Chinese actual conditions was built to improve the effectiveness of the security education in primary and secondary school, which include early-warning measurement system, comprehensive security mechanism, open coordination mechanism and self-education system.
