Purpose:The test of college teachers'competency is established which is used to examine the status and level of competency of the current-the-job teachers in Hunan Province.Methods:we determine the contents of college teachers' competency on using the methods which are composed with combining the theoretical and empirical analysis and determined on the basis of having reviewed the literature reference of results of previous studies. According to the theoretical study, the competency of the test is composed of its homogeneity reliability and content validity, construct validity and criterion validity. The Lie detector scale is used to prevent lie tendencies, and this tool is applied for statistical testing the competency of teachers in colleges and universities.Results:Firstly, the college teachers'competency tests are constituted by the 43 items, and divided into three subtests including knowledge characteristics, ability characteristics, and attitude characteristics, and constituted by eight factors including professional knowledge, general knowledge, teaching ability, research ability, educating capacity, personal characteristics, teacher-student relationship and work attitude.2. Secondly, according to the analysis of psychometric, the reliability Sub-scales and sub-tests are at or above 0.60 the mean and standard deviation of each item is in the 2.25-4.17 and 0.70-1.10 respectively, which is related with the total score. The coefficient of each factor is greater than 0.60, the coefficient of each factor is greater than 0.80, the coefficient of total score is 0.95. The dimensions of criterion validity is 0.55-0.60, a total score of 0.62; the sub-test the correlations between 0.70-0.81 between the sub-test the correlations with the total score between 0.87-0.93, good construct validity.Thirdly, according to the study of competency, levels and characteristics of college teachers are good and reach the fourth level.Conclusions:Firstly, Designed for university teachers' characteristics of each standard test "with the psychometric, measuring tools are available.Secondly, The characteristics of university teachers' competence questionnaire by 43 projects, three points test.Thirdly,Each project indicators with questionnaires psychometric basic requirements. Fourthly,College teachers with three layers for features of six dimensions structure model.
