Spring college entrance examination reform is an important measure of China's college entrance examination reform, but it has suffered some major setbacks in ten years'implement, Beijing, Anhui, Inner Mongolia have pulled out of the spring college entrance examination reform. As a public policy, why did spring college entrance examination fail? This paper is attempt to begin with the background of the spring college entrance examination, the original intention of the reform design and the process of spring college entrance examination, combined experience and lessons of the spring college entrance examination reform, and put forward some problems in the reform of spring college entrance examination.This paper is divided into four parts:the first part is to mainly analyze the playground of spring college entrance examination and original intention of reform. The playground of spring college entrance examination mainly consists of two aspects, the first is that candidates are facing heavy pressure of competition because of the lower acceptance rate of college entrance examination. The other is the preliminary college entrance examination system reforms have been carried out. The main purpose of the spring college entrance examination is to bring more opportunities for higher education to the candidates by adding an examination, relieve pressure for employments; while alleviating the pressure of studies for secondary schools to create favorable conditions to promote quality education.The second part is to analyze the process and present situation on the spring college entrance examination. This section is mainly through the description and analysis of college entrance examination in Beijing, Shanghai, Anhui, Inner Mongolia, Tianjin, five regions from 2000 to 2010 to make specific quantitative analysis on the annual recruitment of schools, enrollment plan, rate of admission and the number of candidate.The third part is to analyze the failure of the spring college entrance examination reform from a public policy point of view. (1)The dislocation between public policy objectives and implementation path make spring college entrance examination reform lack of specificity. (2)The public policy environment has changed and the design of the reform program failed to link up with it. (3) Of implementation of public policy is unreasonable. (4)The costs and benefits of policy implementation are asymmetric.The last part is the deepening of spring college entrance examination and entrance examination reform. Through analyzes the failure of spring college entrance examination to find a way of the college entrance examination reform, and spring college entrance examination's lessons for college entrance examination reform.
